Move the todo notes into the Gitea issue tracker and drop the folder

All 50 notes are now issues #1-#50 in meleki/game-maker, open ones open
and finished ones closed. Every issue keeps the note verbatim and adds a
footer with the commit it was filed in, the commit that finished it and
who raised it; the 37 notes the user wrote are posted as `admin`, the 13
I raised as `meleki`. Label `todo-note` marks the whole batch.

todo-notes/ is gone - the tracker is the backlog from here on. README
says where they live now.
