fix: CLI-Pfad-Suche für Windows-Dienst verbessern + CLAUDE_CLI_PATH

- CLAUDE_CLI_PATH Umgebungsvariable als höchste Priorität bei CLI-Suche
- CreateCliStartInfo() Helper dedupliziert ProcessStartInfo-Erstellung
- .cmd-Wrapper-Logik entfernt (nicht benötigt)
- PATH-Suche priorisiert .exe für Windows
