Memory-Tools unabhängig vom Workspace verfügbar machen

- Tools werden jetzt auch gesendet wenn kein Workspace aber useMemory=true
- GetToolDefinitions(includeFileTools, includeMemory) für granulare Steuerung
- File-Tools geben saubere Fehlermeldung wenn workspace null
