Add todo-notes/ as the drop box for ideas raised mid-task

Things that come up while something else is already running have nowhere to go: interrupting the
running task is wrong and remembering them is unreliable. A file per topic here keeps them, and
moving a finished one to done/ keeps what was asked next to what was built.

Contains the two notes already written (override display colour, sprite size decimals).
