Tell the model to actively resume after a CLI steering restart
After a steering kill-and-restart the new claude child read the <work_in_progress> transcript, merely acknowledged the injected message, and ended the turn waiting passively for a background task that no longer existed (the kill also killed its child background processes). Add an explicit instruction to the work_in_progress block: actively continue and finish the task this run instead of just acknowledging, and treat any previously started background/async operations as gone (restart them if needed) rather than waiting on them.
